The results of the fifth Goverment  Russian Federation grant competition  for the state support of the scientific researches which are carried out under the leadership of the leading scientists in the Russian educational organizations of the higher education, the scientific institutions subordinated to Federal agency of the scientific organizations, and the state scientific centers of the Russian Federation (Resolution of the Government Russian Federation No. 220).
Grants Council  among 40 leading winner scientists of competition called also professor of biochemical faculty of the Florida International University (Miami, the USA) Aleksandra Mebelya. He will conduct researches  at Samara National Research University named after academician S. P. Korolyov on subject of energy  and environmental management– "Development of physically reasonable models of burning".
Alexander’s  Mebel sphere of academic interests – researches  in quantum chemistry. The scientist considers a structure and properties of chemical compounds, reactionary ability, kinetics and the mechanism of chemical reactions on the basis of quantum mechanics. He works with the American scientist Michael Heven and professor of the Samara university Valery Azyazov on subject of "Structure and Dynamics of Quantum Systems" laboratory (NOTs "Physics of Nonequilibrium Systems"). Further it is supposed to create new laboratory in NOTs GDI which will be headed by Alexander Mebel.
 
"The most remarkable in this project - results of fundamental research of burning processes find used for solving applied scientific tasks. This project is devoted to detailed research of fundamental processes of kinetics fuel burning in combustion chambers of aviation engines not only from the point of view of interaction of atoms and molecules, but dynamics of this interaction. That is, results of these researches will be used in the scientific and educational center of gasdynamic researches where issues of completeness of combustion of fuels, the ecological and power effects arising at combustion of fuels are resolved. Such symbiosis will lead to creation of the eco-friendly and effective combustion chamber of gas-turbine engines", - the vice rector for science and innovations of the Samara university Andrey Prokofiev noted.
In the fifth Government of the Russian Federation  grants competition on state support of scientific researches took part  542 leading of scientists from 45 countries in  the world together with nearly 300 scientific and educational organizations. From them citizens of the Russian Federation are 271 persons. Among foreign scientists citizens of the USA – 49 applications have the greatest representation; Italy – 23 applications; Germany – 19 applications; France – 18 applications; Great Britain – 15 applications. Grants amounting to 90 million rubles everyone for carrying out scientific researches within three years (2017-2019) with possible extension for 2 years.
"The victory in this competition is very important for us. Competition was huge - 428 applications. Project by program of megagrants is being carried out in the merged university by the heading Vladislav Blatov and the Italian scientist Maria David Prozerpio. This project  entered the final phase  and receives the budgetary financing the last year, and it is successful as carried out not only a task of attraction to Russia the leading scientist, but also a problem of scientific laboratory creation capable to reach self-sufficiency that is to support the existence for the account economic contracts works, victories in other grant competitions. I am sure that with Alexander Mebel will be the same situation", - the vice rector Andrey Prokofiev is convinced
