Samara University has become the winner of the federal competition for provision of state support for pilot projects to create and develop engineering centres.
 
The Ministry of Education and Science together with the Ministry of Industry and Trade of the Russian Federation were the competition organizers. According to the contest, Samara University will be given a subsidy from the federal budget in the amount of 100 million roubles for establishment of an engineering centre “Computer Engineering” in 2016-2017.
 
In total, 50 Russian universities took part in the competition for provision of state support for pilot engineering centres in the universities this year. The experts of the Ministry of Education and Science and the Ministry of Industry and Trade have selected 11 projects. 
 
Samara University project involves creation and further development of the university-based Engineering Centre of multi-structural and multimodal data warehouses designed to provide the services of scanning, recognition and capture of documents of all known formats, as well as creation, storage and usage of electronic data files with diverse structure, including 3D -images.
The relevance of this project lies in the rapid growth of the Russian market of electronic archives and capture services, and the absence in the market of domestic competitive simple software suites for intellectual work with large sets of repository data with diverse structure and containing multi-structural and multimodal data (Big Data), business process automation of capture, indexing and verification of source data.
 
“In fact, currently there are localized versions of foreign software in the Russian market, such as Saperion. Therefore support of production of domestic simple software suites for managing multi-structural and multimodal data warehouses by the Ministry of Education and Science and the Ministry of Industry and Trade is extremely important in the context of import substitution policy”- mentioned Aleksandr Kupriyanov, Professor of Samara University Department of Technical Cybernetics.
 
The main consumers of the services of Samara University Engineering Centre being established with the help of financial support from the federal budget will become the enterprises that are part of the United Aircraft Corporation, United Shipbuilding Corporation, “RUSNANO” and the state corporation “Rostec”, large IT - companies and integrators, institutions subordinated to the Ministry of Health, Samara Regional Medical Centre for Information and Analyses (SRMCIA), enterprises of aerospace cluster in the region, small businesses and project organizations.
